Notas sobre las IDE de Hungría


A la fecha de publicación del State of the Play 2010 y el Informe INSPIRE en Hungría no existía una IDE de ámbito nacional. Sin embargo ya se trabajaba en su implementación a través de una serie de leyes e iniciativas, como por ejemplo, la Estrategia Nacional de Datos Espaciales que establece los principales objetivos de la IDE húngara.

El Instituto de Geodesia, Cartografía y Teledetección (FÖMI) dependiente del Ministerio de Agricultura y Desarrollo Regional colabora con el Ministerio de Medio Ambiente y Aguas (MoEW) en la preparación de la IDE nacional. El Sistema Nacional de Información Ambiental creado por el MoEW es la base de la futura IDE nacional.

A nivel de organismos no gubernamentales destaca la Asociación Nacional de Geoinformación (HUNAGI), compuesta por una serie de organizaciones y profesionales. La HUNAGI actúa como socio cooperador en la planificación estratégica de la IDE nacional y además es un importante promotor de normas, formación, conocimiento y promoción de la geoinformación.

El punto de contacto con INSPIRE es el MoEW, cuenta con el apoyo del Comité de Coordinación del Sistema Nacional de Información Ambiental (NESICC), organismo responsable de la implementación de la Directiva, compuesto por todos los proveedores de datos de INSPIRE. Por su parte el FÖMI y la Agencia Militar de Cartografía ha comenzado a preparar un geoportal que compilará los conjuntos de datos de INSPIRE.

Entre las iniciativas IDE destacan una serie de geoportales y catálogos de metadatos. Uno de los geoportales más destacados es el del FÖMI que proporciona servicios de análisis, geocodificación, transformación de datos, entre otros. Cabe destacar también, el Sistema Nacional de Información Territorial (TeIR) que almacena y unifica la base de datos del estado y los conjuntos de datos relacionados con el desarrollo y ordenación del territorio.

El FÖMI dispone desde el año 1997 de un catálogo basado en ISO TC211 y CEN TC 287. Por su parte el Instituto de Geología de Hungría creo el catálogo METATER (basado en DUBLIN-Core) que pasará a formar parte del catálogo KIKERES, el cual aunará los metadatos de las administraciones públicas. Destaca también el catálogo del departamento de Cartografía y Geoinformación de la Universidad de Budapest, que ofrece enlaces a metadatos de una serie de instituciones.

En el Seguimiento INSPIRE 2009 Hungría informó 106 conjuntos de datos y 37 servicios de red, a la fecha los datos informados en el Seguimiento 2010 no han sido publicados.

At the date of publication of the State of Play 2010 and the INSPIRE Report in Hungary there was no NSDI. But work is being done on its implementation through a series of laws and iniciatives, such as the National Spatial Data Strategy which sets out the main objectives of the Hungarian SDI.
The Institute of Geodesy, Cartography and Remote Sensing (FÖMI) under the Ministry of Agriculture and Regional Development works with the Ministry of Environment and Waters (MoEW) on the preparation of the NSDI. The National Environmental Information System created by the MoEW is the basis for future national SDI.
At the level of non-governmental organizations a noteworthy one is the National Association of Geoinformation (HUNAGI), consisting of a number of organizations and professionals. The HUNAGI acts as cooperation partner in the strategic planning of the NSDI and is also a major developer of standards, training, knowledge and promotion of geo-information.
The INSPIRE contact point is the MoEW, it has the support of the Coordination Committee of the National Environmental Information System (NESICC), the body responsible for implementing the Directive, consisting of all data providers in INSPIRE. On the other hand, FÖMI and Military Mapping Agency has begun to prepare a geoportal that will compile the data sets of INSPIRE.
SDI initiatives include a number of geoportals and metadata catalogs. One of the most prominent geoportals is the FÖMI that provides analysis, geocoding, and data transformation, among others. Also noteworthy, the National Territorial Information System (TeIR) that stores and unifies the National Administration database and data sets related to the development and planning.
The FÖMI catalog is available since 1997 and it is based on ISO TC211 and CEN TC 287. For its part, the Geological Institute of Hungary created the catalog METATER (based on Dublin-Core) which will become part of the catalog KIKERES, which will gather the metadata from the government. Also noteworthy is the catalog department Cartography and Geoinformation of the University of Budapest, which offers links to metadata from a range of institutions.
In the INSPIRE Monitoring 2009 Hungary reported 106 data sets and 37 network services. To date, the data reported in the Monitoring 2010 have not been published.
