Notas sobre las IDE de Letonia


La IDE de ámbito nacional de Letonia está en fase de desarrollo. Entre los principales órganos encargados del desarrollo de la IDE nacional están el Consejo de Geodesia y Cartografía, órgano establecido por el Gabinete de Ministerios, al cual se le otorgó la responsabilidad de coordinar las actividades del sector público en cuanto a información geográfica (IG). También ocupa un rol protagónico el State Land Survey o Latvia (SLS), órgano clave en las actividades de IG del país. Ambos organismo desarrollaron el Modelo Conceptual del Sistema Nacional de IG.

El marco legal de la IDE nacional lo compone la Ley de Información Geoespacial, publicada el 30 de diciembre de 2009. Esta ley que entró en vigor el 13 de febrero de 2010 actúa también como la transposición de la Directiva INSPIRE.

El GeoPortal (geoportal nacional) está en fase de construcción, su desarrollo forma parte del proyecto “Establishment of the National Geospatial Information Portal and linking the thematic GI systems with de geoportal”. El GeoPortal será puesto en marcha en 2012.

El desarrollo de metadatos no es un proceso sistemático, sin embargo se están generando progresivamente ya sea como actividad ligada a proyectos de ámbito internacional como UNSDI, NaturNet-Redime o como parte de la implementación de INSPIRE. La creación de metadatos se desarrolla con cooperación del SLS.

El Ministerio de Defensa es el organismo responsable de la implementación de INSPIRE, además de ser el autor del Concepto de Desarrollo de IG en Letonia, en el cual se incluye la implementación tecnológica de la infraestructura de información geospacial de Letonia y del GeoPortal.

En ausencia de un geoportal nacional el acceso a los conjuntos de datos y servicios se puede realizar a través de sitios Web y geoportales de diversos organismos, como por ejemplo:

LIGIA (Geoinformatic Agency), ofrece mapas topográficos, ortofotos, imagines satelitales y mapas temáticos.
SLS ofrece información catastral
Geoportal HSRS (Human Services Reporting Systems), ofrece una serie de servicios y herramientas.
GEOPOP (Location Services for Residents), ofrece información sobre planificación territorial.
Geoportal GRISI.

En el Seguimiento INSPIRE 2010 Letonia informó 113 conjuntos de datos y 20 servicios de datos espaciales. En el seguimiento del año 2011 informó 104 conjuntos de datos y 19 servicios.

The National SDI in Latvia is under development. Among the major development agencies of the national SDI there is the Board of Geodesy and Cartography, organ established by the Cabinet of Ministries, which was given responsibility for coordinating public sector activities in terms of geographic information (GI). He also holds a leadership role on State Land Survey or Latvia (SLS), a key organ IG activities in the country. Both agencies developed the conceptual model of the National IG.
The legal framework comprises the NSDI Geospatial Information Act, published on December 30th, 2009. This law came into force on February 13th, 2010 also acts as the transposition of the INSPIRE Directive.
The GeoPortal (national geo-portal) is under construction, its development is part of the project "Establishment of the National Geospatial Information Portal and the Thematic linking of geoportal Systems with GI". The GeoPortal will be launched in 2012.
The development of metadata is a systematic process, but increasingly are being generated either as activity related to international projects such as UNSDI, NaturNet-Redeem or as part of the implementation of INSPIRE. The creation of metadata is developed with cooperation or partnership of SLS.
The Ministry of Defence is responsible for the implementation of INSPIRE, besides being the author of the IG Concept Development in Latvia, which includes the technological implementation of geospatial information infrastructure of Latvia and the GeoPortal.
In the absence of a national geo-portal the access to data sets and services can be done through websites and geoportals from various agencies, such as:

In INSPIRE Monitoring 2010 Latvia reported 113 data sets and 20 spatial data services. At follow-up of 2011 reported 104 data sets and 19 services.
