Notas sobre las IDE de Eslovaquia


En Eslovaquia la IDE nacional llamada NIPI (Národná Infraštruktúra Priestorových Informácií), se comenzó a gestar en el año 2000 con la creación del Grupo de Trabajo de SIG del sector público (GT SIG) y el establecimiento del Consejo de Informática del Gobierno, estos dos entes se hicieron cargo de la coordinación y desarrollo de la NIPI. El GT SIG está integrado por la GCCA (Geodesy, Cartography and Cadastre Authority) y los Ministerios de Defensa, de Medio Ambiente, de Agricultura, del Interior, de Defensa, de Transportes, Correos y Telecomunicaciones, la Oficina de Estadística y otros.

El GCCA tiene la responsabilidad de establecer las referencias en cuanto a los conjuntos de datos temáticos de la NIPI, así como también poner en funcionamiento el portal institucional GeoPortal, además de desarrollar y gestionar el portal de Catastro.

El geoportal de la NIPI es Geonest, ofrece acceso al Metakatalog (catálogo nacional de metadatos), a una serie de servicios WMS y WFS, así como también a un interesante visor de mapas.

Uno de los elementos más importantes de la NIPI son los metadatos generados en base al perfil de metadatos Metaúdaje , un alto porcentaje de los conjuntos de datos poseen metadatos, entre los que destacan los del área medioambiental, disponibles a traves del EnviroGeoPortal.

Las iniciativas IDE son diversas y activas, existe una serie de geoportales que ofrecen servicios de datos espaciales y un gran volumen de conjuntos de datos. Dichas iniciativas han sido generadas tanto desde el sector público como desde el sector privado, el cual está reunido en torno a la Slovak Association for Geoinformatics (SAGI) , con la misión de dar soporte en el uso y desarrollo de información geográfica, SIG y percepción remota, entre otros.

La transposición de la Directiva INSPIRE se llevó a cabo con la ley NISI de 1 de febrero de 2010. Según lo estipulado en la Resolución Gubernamental nº 745 del 3 de octubre de 2007, el Ministerio de Medioambiente es el organismo encargado de llevar a cabo el proceso de implementación de INSPIRE, para lo cual cuenta con el apoyo de la Junta de Coordinación de la NISI. Existe un portal específico para INSPIRE desde el cual se tiene acceso a toda la documentación y normativa, así como también a los archivos de seguimiento e informe.

En el seguimiento del año 2011 Eslovaquia informó 99 conjuntos de datos y 21 servicios de datos espaciales.

In Slovakia the NSDI, called NIPI (Národná Infrastruktur Priestorových Informácií), began to take shape in 2000 with the creation of the Working group for GIS (WGGIS) in the state administration which is a committee of the Government council for informatics, these two authorities took over the coordination and development of NIPI. The WG SIG consists of the GCCA (Geodesy, Cartography and Cadastre Authority) and the Ministries of Defence, Environment, Agriculture, Interior, Defence, Transport, Posts and Telecommunications, Statistics Bureau and others.
The GCCA has the responsibility to set the benchmark for NIPI thematic data sets as well as operating the GeoPortal institutional portal, as well as develop and manage the Land Registry portal.
The portal of NIPI is Geonest, it provides access to Metakatalog (national catalog of metadata), a series of WMS and WFS services, as well as an interesting map viewer.
One of the most important elements of the NIPI is the set of metadata, generated based on Metaúdaje metadata profile, a high percentage of data sets have metadata, most notably the environmental area, available through the EnviroGeoPortal.
SDI initiatives are diverse and active, it exists a number of geoportals that offer spatial data and a large volume of data sets. These initiatives have been generated from both the public and from the private sector, which is gathered around the Slovak Association for Geoinformatics (SAGI), with the mission of supporting the use and development of geographic information, GIS and remote sensoring, among others.
The transposition of the INSPIRE directive was carried out with the Act NISI of February 1, 2010. As stipulated in the Government Resolution No 745 of October 3, 2007, the Ministry of Environment is the agency responsible for carrying out the process of implementation of INSPIRE, with the support of the Coordinating Board of the NISI. There is a specific INSPIRE portal from which you have access to all documentation and regulations, as well as to monitor and report files.
At the 2011 INSPIRE Monitoring, Slovakia reported 99 data sets and 21 spatial data services.
